Atta Pascal, PhD
Energy Specialist
Dr. Atta Pascal is an Energy Specialist with over 15 years of experience in Côte d’Ivoire’s power sector, spanning government institutions, the national power utility, and international development organizations.
He has expertise in the design and implementation of energy policies and sector reforms, addressing key challenges such as energy security, electricity access, and private sector participation.
He has also developed skills in cross-border power trade, including the structuring and management of electricity trade contracts, as well as in the full energy project cycle from project identification and preparation to implementation, supervision, and performance monitoring.
Mr. Atta holds a PhD in Energy from the Conservatoire National des Arts et Métiers (CNAM) in Paris, France, and an Engineering degree in Energy from the Institut National Polytechnique Félix Houphouët-Boigny (INP-HB) in Yamoussoukro, Côte d’Ivoire.
