
Assassi Olivier DIBI
Infrastructure and rural development expert
DIBI Assassi Olivier is a West African infrastructure and rural development expert with over 17 years of experience delivering complex projects in water, energy, transport, and agriculture. An Ivorian rural engineer, he specializes in the design and implementation of sustainable infrastructure that strengthens food security, energy access, and climate resilience across the region.
He holds advanced degrees in Physical Chemistry and Process Engineering, Water and Environmental Engineering, and Project Management, earned from leading institutions in Côte d’Ivoire, Burkina Faso, and through a joint program of Senghor University of Alexandria and Ouaga II University. His expertise is reinforced by international training programs in Israel, Morocco, Turkey, and China, focused on advanced irrigation, water resource management, hydropower, and large dam infrastructure.
Mr. DIBI Assassi currently serves as Project Manager for the Regional Energy Compact with the Millennium Challenge Corporation (MCC). He has previously held senior roles as Infrastructure Expert with Côte d’Ivoire’s Rice Development Agency (ADERIZ), Technical Director at BEM Engineering and Project Management Consulting in Burkina Faso, and is a Managing Partner of Société Géo-Afrique.
His portfolio includes flagship projects such as the MCC Côte d’Ivoire Compact, the Abidjan–Ouagadougou–Niamey railway feasibility study, the Zagtouli photovoltaic power plant, and major hydro-agricultural and agro-industrial developments across West Africa. He is an active member of regional engineering and water management institutions.
