A statistician by training and a strategist by instinct, Melaine brings over two decades of mastery in data analysis and more than 14 years at the helm of Monitoring, Evaluation, Accountability, and Learning (MEAL) and digital health transformation. Where complexity overwhelms, he designs clarity—leveraging data science, advanced analytics, and Python-driven modeling to reveal patterns that move institutions forward.

Melaine has led some of the most ambitious health information system transformations at scale, seamlessly integrating platforms such as HIS, LMIS, and EMRs while strengthening national data governance and interoperability frameworks. His work doesn’t just build systems; it builds confidence in data—turning dashboards into decision engines and evidence into action.

Now serving as HIS Specialist and Country Lead for the Data.Fi project with Palladium, Melaine partners with governments and global donors to elevate data-driven decision-making, optimize system performance, and ensure health information systems are not only sustainable—but transformative.
